My 69 is in the shop having some electrical work done. I purchased one of these from WCCC. http://www2.cougarpartscatalog.com/elfi.html
After installing it and now going to through the test procedure, the low fuel light is ON at all times, including when the key is turned off.
Any help is appreciated.

As James said the wire for the low fuel indicator should be on the starter side of the solenoid

Turns out that wasn't it. It looks like maybe there's a bad part.
