What is the small round cylinder attached to the top bolt on the voltage regulator on a 68 std.

Could be an interference suppressor for the radio. Just a thought....... Where is it wired to?

looks like it goes into the voltage regulator

It is called a condensor and I believe it does what 69_UK says it does. The car will run without it though, but you might discover some interference in your radio.

Yes, it is a condensor. You probably also have one on your distributor. The car will run fine without them, but Local Hero and 69_Cougar_uk are right you'll notice a "buzz" that varies with engine rpm on the radio, especially AM stations. They are very cheap to replace (~$3).
