My brand new master cylinder only seems to be cycling fluid through the rear reservoir (front brakes) when I bench bleed it. Does anyone have any ideas to get it working? I included a picture showing my bench bleeding process.

Very late update but I thought it would be helpful for anyone having this problem, my power brake kit for mustangs/cougars instructed me to put this 1 inch metal cylinder about the size on a 9mm bullet in the the master before connecting the booster. All this metal thing did was stop the master plunger from going all the way back even when no force was on the pedal which made the master not bleed right.
