should this black wire with female plug be hot or is it a ground? mine is lighting my test light dim and it flashes some. volt meter says 10volts comeing from the box. could this be why my signals are not working?

Typically the exposed terminal would be a ground (orange wire..?) and non-exposed could be either. Not familiar with the box, but if you see voltage with your probe from the circled black to a body ground - then it's hot. I'd call the vendor to be sure.....

Ground. You are seeing voltage because that is what happens when positive flows through a device and then into ground and you put your meter between the ground and the lead. But the energy is dissipated as the function is performed such as lighting or motor runs etc.

thanks for the help. figured out that my ground was broken right ware it screws under the gas filler

good deal. I probably should secure the junk in my trunk so I don't have similar troubles latter on...
