I was in a discussion with experts about 390s and smog pumps and the hypothesis was only 68 S code Cougars received the pump. No other year S code did.
If it had a factory Holley carburetor, yes.
1969 engines with smog pumps would be R code 428CJ/SCJ, Q code 428CJ/SCJ, G code Boss 302, and the two Z code Boss 429 Kar Kraft Cougars. ;-p
1969 S code cars used an Autolite carburetor and the engine was re-designated from a 390GT, to what they called a 390IP, for "improved performance".
