I'd like to replace the tires (E70 x 14 originally) on my 1968 XR-7 with new white sidewall tires. What are the recommended replacement tires? Can the car wear steel-belted radials with no problems?

I don't think there is anybody here who is not running radials on their cars today. As far as finding whitewall tires that will be one fun task. There simply aren't many around and in 14" probably close to none. There is still one in 185/70x14 by Bridgestone Insignia SE200.

I was going to ask the same question. My tires are the same size as yours.
Do you know a local repair shop where I can have the work done?

Since BF Goodrich TA radials have become hard to find some people have been switching to Cooper Cobras. They seem to have the same/similar sizes and prices, and are more readily available. that's probably what I'll be putting on my '70 XR7 this spring since the old TAs are getting old.

When we used to put tires on these cars we had to balance them on the car. Is that still true? Or can the tires be balanced on the wheel and the put on the car? I thought it was because the rotor assemblies and drums were not balanced?
