I am trying to decode my rearend here is the tag information.

Any help would be greatly appreciated.

WES-M is listed as original equipment for 1968-70 Cougar. Ratio is 3.25 open. It is a 28 spline light duty unit. It is a 9 inch rear differential.

When I turn one wheel they both spin one forward one backwards. Is this the same thing as limited slip?

No, if it was a limited slip and you tried to turn a wheel with it up on jacks in park you would not be able to turn either one. An open rear is a normal differential.

A limited slip with the wheels off the ground and transmission in neutral will turn both wheels the same direction if one is turned.

The easiest way to make the rear a positive traction type is to buy a Detroit Locker from Summit:
