New battery and it finally started cranking. Initally still wouldn't fire, but now I'm feeling progress! I was sure I was getting enough juice to the relay; using my booster pack that a volt meter told me was putting out 12.3 volts. I had even tried taking the battery out and using just the booster, and still only got relay chatter. Went and bought a 685 CCA battery and it started to crank. I ended up unplugging the coil wire at the firewall, turning the ignition to "run", and used a test light to determine I was getting no juice. Just so happened that the light flickered while I was moving the wires and then I knew I had it whooped. Tightened the connector and it fired right up! Nothing like the sound of a small block resurected :) Thanks everyone for the help.
