Definitely Carlisle, my guess would be All Ford 2009. Looks like my old Pastel Blue Eliminator at the edge with Carlton Wright recording some measurements for his restoration.

The picture title says 15th annual AFN, but that can't be right as that is 2012 from what I gathered!
