That would be a logical answer given the C9W prefix of the casting ID number. Ford used the part number to identify what car line the part was originally designed for. This gave them a way to track engineering budgets. If the same part worked for another application it would not get a new part number.
The brake pedal pad on my 1998 Ford truck has a B8AZ number because it was originally designed for a 1958 Ford. Since it is still being used I would say that engineer did a good job.
