top number is first time, bottom number is with oil.
1 - 120/120 valve job?
2 - 110/119 valves & rings?
3 - 100/100 valves?
4 - 135/150 rings?
5 - 110/120 valves and rings?
6 - 120/120 valves?
7 - 10/15 collapsed valves and blown gasket or head?
8 - 10/15

Does my diagnosis seem about right or did i miss something?

Looks like a tired engine with either a blown head gasket or a cracked head. You wont know for sure untill you take it apart. The other 6 cylinders are not that bad, but #7 and #8 are going to ruin your day. I'd say you called it pretty good...

Think a new set of heads would resolve engine troubles for awhile?

I'd check the gaskets and maybe have the heads skimmed before resorting to new heads unless there is obvious signs of head and/or valve failure. Just my .02

I agree, might just be a head gasket and you could get off cheap...

The last time I had compression that low in cylinders it was because I had broke some piston rings. I knew I had broke something though because it was running fine just before I got stupid with it. You should be able to tell if the valves/ valvetrain is shot when the valve cover and head comes off. If they look ok in 7 & 8, check the rings.
