Yes, there is a rubber piece that goes between the bumper and fender and fills the gap.
It looks like your brackets are bent, or possibly the bumper.

try searching hustler bar on the forum---don @ wccc did a photo shoot on this tool---the best darn tool that doesnt fit your tool box !!on a 67/68 , what i have done is to install the center bumper brackets loosly to the bumper---without the valance on , slide it up in place , adjust ,and tighten---twist the ends with the hustler bar and remove the whole assy--check the fit of the outter bumper brackets---bend or elonggate the holes as req'd---reinstall as one unit
by the way , the repop rubber fillers did not fit at all i found some nos @ valley vintage

I had no problem trimming the repop fillers and installing them.

The tool will work for any year bumper.
