this is a photo of what i think is called the anti-rattle clip, part 2B164 in the manual p.12-03-06.

this is the caliper on the front right. disc brakes, 70 Cougar. both clips on this side look like this, as well as one clip on the left side. the other clip on the left side is actually under the little notch in the shoe, not on top of the shoe.

anyone know which way is correct? sorry i dont have a picture of the odd clip.

I think that is the way it should be installed.

No expert here, just finished doing my brakes though. That does look correct regarding that clip. It comes off and goes on real easy. There is a catch that allows it to stay in place as you are holding it to then allign the hole for the bolt to go into.
