Just want to confirm a potential issue before I buy the parts. If I connect a vacuum pump to the brake booster, and can't pump it enough to actually create vacuum - the brake booster is bad and needs to be replaced.

A hand vacuum pump? You might wear it out before you pull a vacuum. That is a lot of air to remove.
