It is a Vacuum check valve. it is part of the headlight door system. I am not sure what your asking though.

This one in, one out design was unique to the early 1967 Cougar for the headlights. Also found on vacuum controlled options like the 1967 Mustang Cougar tilt / tilt-away steering column. This is a good used unit that has been tested and found to hold vacuum well. This valve is located a few inches behind the carburetor
