I know on the 68 stang there is a nut to mount an anchor bolt for 3pt seatbelts on the roofline in the car. Can anyone verify if the 68 Cougar has this as well? I don't want to rip my headliner to find..LOL

I can't verify if there is a mounting point or not but you can see a picture of my car with modern 3 point belts installed on my webpage but my car is a 70. I found a page on the net that showed a 67 0r 68 mutstang converted to 3 point belts but I don't have it bookmarked. I moved my mounting point forward so the correct geometry would be created for driver comfort.

Your 68 should have an anchor nut. Finding it with the headliner in place maybe a problem. Check out this link for info on installing 3 point belts in 67-68 Mustangs. Scroll down to the section on interiors. Along the way, check out the other articles on this page. Overall, this site is good for all Ford products. There is even a Cougar forum.
